The Research Fellow will be part of the ‘Downstream Health Effects of SSI Take-up' project, funded through the Social Security Administration's Retirement and Disability Research Consortium. The Fellow will work closely with the project's PIs Pamela Herd, Sebastian Jilke and Donald Moynihan, as well as with collaborators at the Social Security Administration (SSA) and the Office of Evaluation Sciences (OES) in the General Services Administration.

The project will leverage a prior Randomized Controlled Trial (RCT) among 4 million potentially-eligible elderly adults, conducted by the SSA. Among the RCT study population, we will analyze the effects of Supplemental Security Income take-up on recipients' mortality and other important health and social consequences. In collaboration with the SSA, the Fellow will play an integral role in planning and conducting the data analysis using large-scale administrative data housed at the SSA.

Responsibilities

The Research Fellow's main responsibilities include:

• Conducting a systematic literature review on administrative burden/take-up of social programs, and specifically on the downstream effects of Supplemental Security Income take-up;
• Preparing project pre-analysis plan, including simulation-based power analyses;
• Working closely with agency collaborators at the SSA to develop analysis code for data analysis (in Stata, and to some extent in SAS);
• Distilling findings into reports, policy memos and academic publications;
• Presenting project design and results at government and external conferences and meetings;
• Seeking data sharing agreements with additional federal agencies to expand the scope of the analysis;
• Assisting the PIs in any further research-related activities.

About the Better Government Lab

The Better Government Lab within the McCourt School of Public Policy at Georgetown University works with government agencies to improve their effectiveness and make programs and services more accessible to people through the use of data analytics, rigorous evaluations and insights from the social and behavioral sciences.




Qualifications

Ph.D. in and research experience with public policy, public health, sociology/demography, economics, public administration, quantitative social sciences or a related field (ABDs are welcome to apply).

The ideal candidate will have the following qualifications:

• Extensive knowledge of program evaluation (especially RCTs) and statistical analysis strategies;
• Expertise in one or more U.S. domestic social policy sectors;
• Experience in working with large-scale administrative data (preferably data from the SSA such as the Supplemental Security Records, or other large-scale health-related administrative data);
• Advanced/expert competency in Stata (and, preferably, some complementary knowledge in SAS);
• Data warehousing/ management skills of large-scale datasets.
