Offer Description

It is hereby made public that, before the Institute of Geography and Spatial Planning of the University of Lisbon (IGOT-ULisboa), during a 30 (thirty) working day period, starting on the first working day following the publication of this Notice in the Diário da Republica, is open an international documental application call for recruitment in the form of employment contract in public functions, of 1 (one) Full Professor, in the subject area of Physical Geography and Spatial Planning at the Institute of Geography and Spatial Planning of the University of Lisbon, in accordance with articles 37 to 51, 61 and 62-A of the Statute of the University Academic Career, republished by Decree-Law No. 205/2009 of August 31st, altered by Law No. 8/2010 of May 13th (abbreviated to ECDU), and other applicable legislation, including the General Regulations of Calls for the recruitment of full, associate and assistant professors of the University of Lisbon, as approved by the Rector's Order of February 16th, 2015, published in Diário da Republica, 2nd series, No. 45 of March 5th (abbreviated as Regulation).

The joint order No. 373/2000, of March 31st, of the Minister of State Reform and Public Administration and the Minister for Equality, determines the obligation of announcing the following in relation to entry and access calls:

“In compliance with paragraph h) of article 9 of the Constitution, the Public Administration, as an employer, actively promotes a policy of equal gender opportunities in accessing employment and professional progression, acting scrupulously to avoid any form of discrimination.” In this sense, the terms ‘candidate’, ‘recruited’, ‘teacher’ and similar ones are not used in this Notice to refer to the gender of people.

Similarly, no candidate may be privileged, benefited, harmed or deprived of any right or exempted from any duty on the basis, namely, to ancestry, age, sexual orientation, gender, marital status, family status, economic status, education, origin or social condition, genetic heritage, reduced work capacity, disability, chronic illness, nationality, ethnic origin or race, land of origin, language, religion, political or ideological beliefs and union membership.

In accordance with articles 37 to 51 of ECDU and other applicable legislation and with the provisions of article 8 of the Regulation, following provisions will be observed:

I — Rector’s authorization order

The opening of this call was authorized by Order of May 31st, 2024 of the Rector of the University of Lisbon, Prof. Doutor Luís Ferreira, implemented after the confirmation of the existence of adequate budget provision and that the job vacancy now in competition is foreseen and not occupied in the teaching staff map of the Institute of Geography and Spatial Planning of the University of Lisbon (IGOT-ULisboa).

III — Admission requirements and grounds for exclusion of candidates

III.1 - Under the terms of Article 40 of the ECDU, may only be admitted to this call those who, prior to the closing date for applications, hold a doctoral degree for more than five years and hold the title of Agregado.

III.2 - The provisions of Chapter VI of the Regulation with regard to proof and compliance with the admission and exclusion requirements of candidates shall apply.

III.3 - Holders of academic degrees awarded by foreign higher education institutions must have a recognition of the doctoral degree under the terms of Decree-Law No. 66/2018, of August 16th, in its current redaction, until the deadline granted for concluding the contract.

III.4 — The recognition of the Doctor's degree referred to in the previous number must be obtained until the date of expiry of the period allowed for the conclusion of the contract, if the candidate ranked in an eligible place has obtained the PhD degree abroad.

III.5 — Candidates of foreign nationality, except candidates from countries with Portuguese as an official language, must demonstrate mastery of the spoken and written Portuguese language, at the common reference level C1, according to the Common European Framework of Reference for Languages of the Council of Europe. This requirement must be officially recognised through certification of language proficiency in Portuguese as a Foreign Language issued by the Centre for Assessment and Certification of Portuguese as a Foreign Language (CAPLE).

III.6 — The requirement referred to in the previous paragraph must be fulfilled by the deadline for concluding the contract, if applicable.

III.7 — Failure to submit any of the documents that must instruct the candidacy, within the time limit provided and under the terms indicated in this Notice, determines the non-admission of the same, which should be subject of analysis and decision of the President of the Institute of Geography and Spatial Planning of the University of Lisbon prior to the Jury's deliberation on absolute merit.

 

IV — Evaluation requirements based on absolute merit

IV.1 — The provisions of article 10 of Chapter III of the Regulation are applied with regard to the admission of candidates on absolute merit.

IV.2 — Candidates' evaluation in absolute merit will depend on the cumulative fulfilment of the following qualitative and quantitative requirements:

IV.2.1 - Having published a minimum of 15 scientific texts, in the form of articles in indexed scientific journals (Scopus and/or WoS) and/or books or book chapters from A+ or A list of the University of Lisbon.

IV.2.2 - Fulfil three of the following requirements:

  1. Participation in three scientific projects with competitive funding, one of which with coordinating responsibility (main researcher of the project);
  2. Supervision of three successfully completed doctoral theses;
  3. Participation in three doctoral exam juries as an examiner outside IGOT;
  4. Performance of duties as holder of a position in a university body;
  5. Involvement in two University Extension activities of exceptional relevance, one of which with coordinating responsibility.

IV.3 - Candidates who are approved by an absolute majority of the voting members of the jury, in justified nominal voting, where abstentions are not allowed, are considered approved in absolute merit.

 

V. Evaluation parameters and ranking based on relative merit, score weighing and final valuation system

Once identified, in definite, the candidates approved in absolute merit, their assessment and ranking in relative merit takes place. The method of assessment is that of curricular evaluation, as provided for in paragraph 6 of article 50 of the ECDU, in paragraph 4 of article 5 and in article 11 of the Regulation and in the ranking criteria, respective weighting and final valuation system indicated in this Notice.

Each Jury member's assessment of the relative merit of the candidates with a view to their ranking will be based on the weighted sum of the scores awarded to the evaluation parameters, on a scale of 0-100 (0 being the minimum and 100 the maximum) or converted to a scale of 0-20 (0 being the minimum and 20 the maximum). The candidates' ranking criteria takes into account:

A. Scientific Performance based on scientific production — namely, the works selected by the candidate as the most representative – and leadership and participation in scientific research projects with external funding, obtained in particular by tender, namely regarding their contribution to the development and evolution of the subject area for which the call is open;

B. the candidate’s Pedagogical Capacity, taking into account, namely, where applicable, the analysis of his/her previous pedagogical practices and his/her contribution to improving the learning process of students.

C. Other Activities, namely university extension activities and participation in management bodies and other activities relevant to the mission of the institution, that have been developed by the candidate.

D. The Scientific-Pedagogical Project regarding the scientific and pedagogical activities that the candidate intends to develop.

The curriculum of candidates admitted on absolute merit will be evaluated in the following areas: scientific performance, pedagogical capacity and performance in other activities relevant to the mission of the higher education institution that have been developed by the candidate, compatible with the subject area in which the call is open, and appropriate to the category of Full Professor, as well as the Scientific-Pedagogical Project presented by the candidate, giving particular importance to the relevance, quality and timeliness of the candidate's curriculum vitae and to the most relevant and impactful academic contributions selected by the candidate and identified in the curriculum vitae.

To the ranking criteria is assigned the following global distribution weighting:

A. Scientific Performance – 45 %;

B. Pedagogical Capacity - 30%;

C. Other Activities relevant to the mission of the higher education institution - 15 %;

D. Scientific-Pedagogical Project - 10 %

In each of the criteria the parameters that are described below will be evaluated, with the respective weighting:

A. Scientific Performance (45%)

In the Scientific Performance component, candidates will be assessed taking into account the following parameters:

1) Scientific production that has resulted either in books and book chapters from the A+ or A list of the University of Lisbon, or in articles in indexed scientific journals (Scopus and/or WoS), valuing their relevance and impact for the subject area in which the call is open: 20%;    

2) Leadership and participation in research projects with external funding obtained in particular by tender, paying attention to the value of the funding and to the results already known; as well as integration in national and international scientific research networks: 20%;

3) Participation in international conferences, especially as a guest speaker and in scientific committees or in the organization of meetings, seminars or scientific conferences. The role of editor of scientific publications and the achievement of prizes, scholarships and scientific awards will also be valued: 5%.

 

B. Pedagogical Capacity (30%)

In the Pedagogical Capacity component, candidates will be assessed taking into account the following parameters:

1) Teaching and coordination of course units, within the scope of the subject area for which the call is open, taking into account the number and diversity of units taught: 15%;

2) Quality of teaching-related activities, taking into account the production of teaching materials and contents and the results based on extensive collection of opinions (e.g. educational surveys) that should be mentioned in the curriculum vitae whenever available: 5%;

3) Participation in selection boards or academic examinations, particularly as an examiner: 5%.

4) Supervision of completed academic theses and dissertations and capacity to generate postgraduate and post-doctoral student frameworks: 5%.

 

C. Other Activities relevant to the mission of the higher education institution (15%)

In the Performance in other activities relevant to the mission of the higher education institution component, candidates will be assessed taking into account the following parameters:

In assessing other activities, university extension activities and participation in university bodies will be taken into account.

1) In the university extension activities will be considered service to the scientific community, cooperation service and consultancy to other institutions: 5%;

2) Participation in university management bodies and other activities relevant to the mission of the University that have developed by the candidate: 10%.

 

D. Scientific-Pedagogical Project (10%)

The Scientific-Pedagogical project (maximum 6 A4 pages) will focus on the scientific and pedagogical activities that the candidate intends to develop, in IGOT, as Full Professor in the subject area in which the call is open.

In the ranking of candidates for the call, each member of the jury ranks the candidates in descending order of their merit, with each member of the jury participating in the votes based on their ranked list of candidates, in which ex-aequo classifications are not allowed.

Under the terms of article 20 of the Regulation, the jury initially votes for the first place, then for the second place and so on, until of all candidates admitted to the call and previously approved in absolute merit are ranked. In each vote, the deliberations of the jury shall be taken by absolute majority of votes and the candidates' ranking method is that set out in paragraph 5 of article 20 of the Regulation, in compliance with the provisions of article 17 of Regulation.

Once the evaluation and ranking criteria have been applied, the jury draws up a single ranking list of candidates.

Specific Requirements

VI. Preferential parameters

When drawing up the list of each member of the jury, in the event of a tie, preference will be given to the candidate with the most balanced curriculum in the different components, taking into account the mission of the Institute of Geography and Spatial Planning of the University of Lisbon.

This parameter will only be used in the event of a tie in the individual ranking list of each member of the jury, presented for voting.

Selection process

VII. Public hearings

VII.1 - The jury will decide whether it is necessary to hold public hearings of all candidates who have been approved in absolute merit and which are intended, in exclusive, to better clarify what is contained in the documents submitted by the candidates, in accordance with subparagraph b) of paragraph 4 of article 50 of the ECDU.

VII.2 - Should there be a need to hold public hearings, they will take place between the 15th and 30th day following the date of the jury’s meeting to assess the absolute merit of the candidates, and all candidates will be informed at least 5 days in advance, of the date and where these public hearings will take place.

VII.3 - The public hearings can be held by teleconference, and the jury must ensure that these are held under equal circumstances for all candidates.

VII.4 - The jury may also request candidates to provide additional documentation related to the submitted curriculum vitae, based on the provisions of subparagraph a) of paragraph 4 of article 50 of the ECDU.

 

VIII. Submission of applications

VIII.1 - Applications must be submitted in person to the Human Resources Unit of the Institute of Geography and Spatial Planning of the University of Lisbon during the following periods: from 10 am to 12 pm and from 2 pm to 4 pm or, alternatively, be sent by registered post mail and return receipt requested, to: Instituto de Geografia e Ordenamento do Território da Universidade de Lisboa, Edifício IGOT, Rua Branca EdméeMarques, 1600-276 Lisboa, until the 30th working day after the date of publication of this Notice in the 2nd series of the Diário da República, with the text on the outside of the envelope: “Candidatura ao concurso para recrutamento de 1 Professor Catedrático, para a área disciplinar de Geografia Física e Ordenamento do Território do IGOT-ULisboa, a que se refere o Edital n.º…”.

VIII.2 - Applications sent by email will not be accepted.

 

IX. Application instruction

IX.1 - The application must be mandatorily instructed, under penalty of exclusion, with the application form, submitted in paper form, fully completed, dated and signed, according to the form available at https://www.igot.ulisboa.pt/recrutamento, accompanied by the following documents:

IX.1.1 - In digital format (flash drive) and in a non-editable format (pdf): 

    1. Curriculum vitae of the candidate structured mandatorily in accordance with the defined criteria — in the areas of Scientific Performance, Pedagogical Capacity and Other activities relevant to the mission of the higher education institution –, taking into account the assessment parameters set out in Chapter V of the present Notice, and which is considered relevant for the Higher Education Institution and for the subject area in which the call is open. In the curriculum vitae, the publications/works that the candidate considers most representative should be marked, namely with regard to their contribution to the development and evolution of the subject area in which the call is open, taking into account the provisions of Chapter V of this Notice. This selection must be accompanied by a brief and grounded description in which the candidate details his/her contribution;
    2. Publications/works mentioned by the candidate in the curriculum vitae as most representative up to a maximum of 5 (five);
    3. Scientific-pedagogical project.

 

X. Language

The documents that accompany the application must be submitted in Portuguese.

 

XI. Jury constitution

According to the provisions of articles 45 and 46 of the ECDU and article 14 of the Regulation, the jury is composed of the following members:
