The following citizens may apply to this call in the terms of Article 9 of the Research Fellowships Regulation (RBI) of the Foundation for Science and Technology:

  1. National citizens or citizens from other Member States of the European Union;
  2. Third-party states citizens.
  3. Stateless individuals.
  4.  Citizens holding a political refugee status.

Specific mandatory requirements of the candidates for applying to this Research Grant are:

•              To hold a doctorate in the field of social sciences applied to health or health sciences1; 

•              Knowledge synthesis methodologies: particularly systematic literature reviews;

.               Experience of collaborating on research work in the field of health psychology or public health;

.              Familiarity with analyzing qualitative and quantitative data, using appropriate IT tools;

.               Writing reports for dissemination and scientific writing, preferably with publications (e.g. published scientific articles, project reports, theses);

.               To be available immediately;

.               Proficiency in English.

1 If the qualification has been conferred by a foreign higher education institution it must be recognized by a Portuguese higher education institution, under the terms of the provisions of article 25 of Decree-Law no. 66/2018, of August 16th, which approves the legal regime of recognition of academic degrees and diplomas of Higher Education, attributed by foreign higher education institutions, and of paragraph e) of no. 2 of article 4 of Decree-Law no. 60/2018, of August 3rd, and any formalities established therein must be fulfilled by the date of the hiring act.

The research grant is aimed at candidates thatcomply with paragraph a) of no.1 of article 2, of the Research Fellow Statute as amended by Decree-Law no. 123/2019, of August 28th, as well as in article 7 of the Research Grant Regulations of the Foundation for Science and Technology. Postdoctoral Fellowship can only be granted provided the following requirements are met cumulatively

a) The doctorate has been obtained within the three years prior to the date of submission of the application for the grant;

b) The postdoctoral research is carried out in a host entity different from the entity where the research work leading to the doctoral degree was carried out;

c) the research activities do not require postdoctoral experience;

d) the research activities have a time frame for development and implementation of three years or less;

e) The fellow does not exceed, with the conclusion of the grant contract in question, including possible renewals, an accumulated period of three years in that type of grant, consecutive or interpolated.

3. Work plan

The "EduCation on Antimicrobial REsistance for the health workforce" project aims to transform the healthcare sector by equipping clinical and non-clinical staff with the knowledge, skills and competences needed to combat antimicrobial resistance (AMR).

The activities developed in the project aim to review the existing evidence of digital tools that promote behavioural change, as well as the development of training tools for behavioural change. In this regard, the grant holder will be part of the project team and will carry out R&D activities on a full-time basis, collaborating in the following tasks:

- Review of existing evidence of IT tools that promote behavioural change:

1. writing a literature review;

2.            Supporting the organisation of focus groups (e.g. workshops with academics, industry and WP1);

3.            Support for the Delphi study (e.g. workshops with academics, industry and WP1);

- Development of training tools for behavioural change:

1. writing a literature review;

2.            Creating content for the development of training tools for behavioural change;

3.            Support for pre-testing and validation with WP1 (workshop) and WP2, WP3 and WP4;

4.           Preparation of the components of the behavioural change skills toolkit and subsequent delivery to WP2, WP3 and WP4.

The grantee will also collaborate in carrying out other activities as long as they are in line with the project's objectives.

4. Applicable legislation and regulations

Research Fellowship Holder Statute, as amended by Decree-Law no. 123/2019, of 28 August; Research Grant Regulations of the Foundation for Science and Technology, I.P., Regulation no. 950/2019, of 16 December, amended by Regulation 643/2021, of 14 July; Decree-Law no. 66/2018, of 16 August (Legal regime for recognition of academic degrees and higher education diplomas awarded by foreign higher education institutions) and other applicable regulations.

5. Workplace

The work will be carried out at the Centre for Research and Social Intervention (CIS) (applicant's host entity) of the Iscte-University Institute of Lisbon (the contracting institution), under the scientific supervision of Professor Cristina Camilo and Doctor Marta Matos.

6. Type and duration of the grant

The research grant is intended for R&D activities by doctoral graduates, provided that the provisions of terms 3, 4 and 7 of Article 7 of the RBI are fulfilled.

The research grant, scheduled to start in October 2023, will last for 12 months (renewable up to the maximum limit of the approved funding or up to the maximum duration of this type of scholarship, whichever comes first), and may under no circumstances exceed the limits defined in the Regulation for the type of scholarship in question, under the terms of article 7 of Regulation no. 950/2019, of 29 November, published in Diário da República, no. 241, 2nd Series, of 16 December (FCT, I.P. Research Scholarship Regulation).

7. Amount of monthly maintenance allowance

The amount of the full time and exclusive scholarship corresponds to 1.741,00 euros, according to the table for scholarships directly or indirectly financed by FCT. I.P, in Portugal(https://www.fct.pt/financiamento/programas-de-financiamento/bolsas/), that will be monthly paid by bank transfer to the grant holder and updated, when applicable.

The scholarship holder will benefit from personal accident insurance related to the research activities and can use the right to social security through the voluntary social insurance regime, under the terms of the Research Fellow Statute (EBI). The financial entity will ensure the charges resulting from contributions under the terms and with the limits provided in EBI.

8. Selection methods and evaluation criteria

8.1. Curriculum evaluation will be performed considering the Curriculum Vitae and the Motivation Letter submitted and will be exclusively based on the merit of the candidate. The following criteria will be evaluated and weighted as indicated:

a) CurriculumVitae (80%)

    • Phd degree final grade (30%);
    • Experience of collaborating in research in the field of health psychology or public health, particularly in drawing up literature reviews and developing focus groups (30%);
    • Experience in disseminating, promoting and publicising scientific research results (20%).

b) Motivation letter (20%). The letter of motivation may be considered an exclusion factor.

8.2. Candidates will be scored from 0 to 100  in each of the above evaluation criteria.

8.3 Completed the curriculum evaluation, the jury reserves the right to call the three candidates ranked first for an interview, being notified by e-mail.

8.4. During the interview, it will be discussed the topics related to the work plan, previous experience, motivation and CV.

8.5 If the interview is included, the final grade will have a weighting of 80% curriculum evaluation + 20% interview.

8.6. In the case of a tie, the chair of the selection jury has the casting vote.

8.7. The jury reserves the right to not award the grant if none of the candidates matches the desired profile.

8.8. The current call might be closed until the homologation of the final ranked list of the candidates and is valid for 12 months period starting from the homologation date of the final ranked list of the current procedure.

10. Application deadline

The competition is open from 4 September 2023 to 29 September 2023 and only applications submitted by the deadline will be accepted.

11. Application submission

11.1. Applications must be accompanied by these documents:

  1. Document proving the country of residence, residence permit or other legally equivalent document, in the case of foreign citizens, valid at the beginning date of the scholarship;
  2. Curriculum vitae;
  3. Motivation letter;
  4. Document(s) proving the qualifications of the academic degree required for the present call, with final grade. If the candidates don’t have, during the application period, the documents confirming the title of the required academic degree and diplomas, or the recognition by a Portuguese higher education institution, they can attach a declaration of honor (template available at https://recrutamento.iscte-iul.pt/jobs/392 ). The verification of these specific conditions will be made by the time to sign the contract.

12. Publication/notification of results

The results of the evaluation will be published and notified no later than 90 working days after the closing date for submission of applications, via e-mail to the e-mail address used by the candidate and indicated in the application.

13. Deadlines and procedures for preliminary hearing, claims and appeals

Once the provisional ranked list of the evaluation results has been communicated, applicants who have an unfavourable provisional decision may use their right to dispute it during the preliminary hearing phase, which takes place within 10 working

days, according to Articles no. 121 and the following of the Administrative Procedure Code (CPA).

The final decision will be disclosed after the analysis of applicants’ arguments presented in the preliminary hearing. Final decision can be claimed within 15 working days or, alternatively, appealed within 30 working days, after the communication date of the final results, respectively. Applicants who choose to submit a claim should present their arguments to the competent body. Applicants who prefer to submit an appeal should present their arguments to the highest superior body of the author of the act or omission, except if the decision competencies were delegated or sub-delegated.

14. Requirements for the Research Granting

After communication of conditional granting of the research grant, the contract can only be signed after receiving all the documents required. The following documents are of mandatory submission for the studentship contract:

  1. Civil and fiscal identification document data; bank data; Science ID;
  2. Document(s) proving the academic qualifications required for this competition.
  3. Proof of recognition of foreign academic degrees and conversion of the respective final classifications into the Portuguese classification scale, if applicable;
  4. Supervisor(s) statement accepting the responsibility of supervising the work plan, as established in Article no. 5-A of the Statute for Research Fellowships;
  5. Document issued by the host institution where the work plan will be carried out, accepting the candidate and guaranteeing the necessary conditions to the successful development of the work plan, as well as the fulfilment of the duties established in Article no. 13 of the Research Fellowship Holder Statute;
  6. Updated document proving compliance with the exclusive dedication regime;
  7. Document proving the candidate's acceptance by the institution where the post-doctoral research work will take place, guaranteeing the necessary conditions for the proper development of the work, as well as the fulfilment of the duties set out in article 13 of the Research Fellow's Statute.
