EU Request for Proposals On Emerging Climate Technology Projects

At COP26 in Glasgow, European Commission President Ursula von der Leyen and Bill Gates, the Founder of Breakthrough Energy, together with European Investment Bank President, Werner Hoyer, formalised a partnership to mobilise public and private funding in emerging climate technology projects located in the European Union. This followed the initial partnership announcement that was made in June 2021 at the Mission Innovation Ministerial Conference. The EU-Catalyst Partnership expects to mobilise €820 million ($1 billion) in climate investment between 2022 and 2027 targeted toward the European Green Deal and the EU’s 2030 climate target.

To operationalise this collaboration, Breakthrough Energy Catalyst has launched this RFP to identify and select emerging climate technology projects based in the European Union for project-level financing. Projects selected by Catalyst from this RFP will be considered by the European Commission and European Investment Bank to receive blended financing under the InvestEU Programme.

Overview and Scope

Catalyst invites responses from projects located in the European Union across the following four technology sectors:

  • Clean hydrogen

  • Direct air capture

  • Sustainable aviation fuel

  • Long duration energy storage

Timing

The RFP is expected to remain open for submissions until 31 December 2027 (RFP Close Date) (or until all BEC funds are fully committed). All Respondents seeking funding in the first half of 2023 must provide their Part I Submission by 13 May 2022, at which time Catalyst will undertake its first round of evaluations. After 13 May 2022, submissions will be evaluated on a rolling basis (no less frequently than semi-annually) until the RFP Close Date.

How to submit

Please read the RFP Document, which contains the information that is required for Part I and Part II Submissions and complete the Intent-to-Bid form. Once the form has been submitted, an email with a Unique Respondent ID (URID), a link to submit Part I Submissions, and additional details will be sent to you. The URID will be used to label submitted materials, as detailed in Section 6 of the RFP document. Please use the link provided in that email to upload Part I Submissions. Catalyst will then notify Respondents if they have been selected for Part II Submissions and/or Pitch Presentations after reviewing Part I Submissions.

An informational webinar will be held on 25 January 2021, to address RFP questions. A link to request access to the webinar recording will be available on the website shortly after. Additional sessions may be added and will be announced on the website prior to each session.
