Offer Description
Project description: The project goal is to compute automatically the penitentiary recidivism rate in Catalonia, this is, the percentage of people released from prison who return to prison to serve a sentence for a new crime. This is a key statistic for evaluating public policies regarding penal measures and rehabilitation. Currently, the process of calculating the recidivism rate in Catalonia is a manual labor-intensive task that is carried out every five years by the Center for Legal Studies and Specialized Training (CEJFE - Centre d'Estudis Jurídics i Formació Especialitzada).
Tasks to be performed:
The goal is to develop a set of computational programs that CEJFE can run on data extracted from an information system holding administrative data from Catalan prisons (SIPC - Sistema d'Informació Penitenciari Català) to calculate penitentiary recidivism each year.
These programs use data extracted from SIPC about interns who have been released from prison in a year or range of years, and then, execute a procedure to find cases who partially or fully served a prison sentence, were released, and returned to prison within a given period of time, for a crime other than that which motivated the initial sentence.
The tasks to be performed are: formalizing the requirements for this software, developing the software, testing the software, and creating a brief user manual.

Planned remuneration approx: 12.372,78 € gross per year
Financing fund: Conveni CNR03324 - CEJFE - Carlos Castillo, CEJFE Contract "Sistematització de la taxa de reincidència penitenciària", conveni amb data fi d’execució el 31/10/2024.

Selection criteria: The selection of the candidates will be made through evaluation of the curriculum and, where appropriate, with the carrying out a test and/or interview. Valuation will be as follows:
- Academic Training (0-40 points).
- Studies in computer science, data science, data analyst, or similar.
- Other professional training and experience, adequacy to the proposed profile (0-30 points):
- Proven experience in processing of complex datasets.
- Proven experience in data analysis with Python.
- Other merits (0-30 points):
- Good communication skills, including fluency in reading and writing Catalan.
The minimum score to pass the selection process is 75 points. The candidate with the highest score in the selection process will be offered the job.
