Opportunities for the development of European space downstream applications

For Copernicus downstream (applications), the calls are managed by the European Space Agency (EUSPA) and are published here.

EUSPA is involved in Horizon Europe to stimulate the market and support mainly the creation of commercial solutions for the EU space downstream sector. Space is placed under the pillar II of Horizon Europe, where specifically Cluster 4 of the Work Programme focuses on Digital, Industry, and Space.


The second Horizon Europe Call is planned to be opened for submissions in October 2022 with a deadline in February 2023 and an overall budget of 48.1 million EUR for the development of innovative space downstream applications.

The Call is structured into 6 topics. The one below especially targets international cooperation and India as well as other countries with Copernicus Agreements can be  exceptionally funded.


HORIZON-EUSPA-2022-SPACE-02-56: (RIA) Designing space-based downstream applications with international partners”.


The action focuses on technical developments of EU-space based applications/solutions, dissemination, awareness-raising, as well as providing opportunities for the creation of business-oriented partnerships of European industry with international partners. By doing so, the action aims to achieve a critical mass of space based-application success stories, demonstrating the advantages and differentiators of EU space-based solutions and services and making it an attractive option for public authorities, private industries and private investors in Europe and elsewhere.


  • Please note that in addition to the usual eligibility for funding, legal entities established in countries that have signed an administrative cooperation arrangement on Copernicus data access and Earth observation data exchange are exceptionally eligible for European Commission (EC) funding.


It is recommended that stakeholders read attentively the whole Call (all 6 topics), so that they might find more opportunities for participating in the topics.
