Notice of Opening of Call for Tender for a Research Fellowship 

(Reference: "RESETTING - Smart Tourism Toolkit for UAV-based Live Flying Tour Experiences") 

Iscte - Instituto Universitário de Lisboa is launching a call for 1 (one) Research Grant, funded by the RESETTING project of the European Commission (COS-TOURINN 101038190). The participation of Iscte in this project is coordinated by Professor Fernando Brito e Abreu of the Software Systems Engineering group of ISTAR-Iscte (Research Center for Information Sciences, Technology and Architecture). The research work underlying this grant will take place within the Workpackage 3 - Smart Tourism Tools (hereinafter WP3) of the aforementioned project, at the intersection of the research areas of Digital Transformation and Sustainability in Tourism. This grant is in accordance with the rules established in the "FCT Research Grant Regulations (RBI)" and in the "Research Grant Holder Statute (EBI)".

1. SUBMISSION OF APPLICATIONS 

The application period is open from 4 pm on January 24, 2023 to 5 pm on February 7, 2023. 

It is mandatory that applications and the corresponding supporting documents provided for in this Notice of Call for Proposals be submitted by e-mail to the address istar@iscte-iul.pt. 

2. TYPE AND DURATION OF THE SCHOLARSHIP 

The research fellowship, with a duration of six (6) months (February to July 2023), is intended to fund the fellow's research activities described below, which will take place at ISTAR-Iscte, located at Edifício II do Iscte, Avenida das Forças Armadas, 1649-026 Lisbon. 

A selection reserve list will be drawn up to deal with any possible cancellation of the scholarship. 

3. SHOLARSHIP HOLDERS 

The Research Fellowship is intended for candidates enrolled at a higher education institution (HEI) in a course leading to a master's degree. This enrollment must be active at the time of contracting the grant. 

4. ADMISSIBILITY 

4.1 Candidate Admissibility Requirements 

You can apply for this contest: 

  • Nationals or citizens of other European Union member states; 

  • Third State Citizens; 

  • Stateless; 

  • Citizens who have been granted political refugee status. 

4.2 Application Admissibility Requirements 

It is essential, under penalty of not being admitted to the Contest, to attach the following documents to the application: 

  • Copy of ID card/citizen card/passport; 

  • Detailed curriculum vitae of the candidate; 

  • Motivation letter indicating the type of scholarship in question (300 word limit); 

  • Qualification certificates (if applicable); 

  • Statement from the IES, specifying the course and degree in which the student is enrolled. Proof of enrollment must be provided at the time the scholarship is contracted; 

  • The application and all associated documents, including the motivation letter, can be sent in Portuguese or in English. 

5. OBJECTIVES AND WORK PLAN 

The work to be carried out under this grant, under the supervision of Professor Pedro Sebastião of Iscte, has the following objectives: 

  • State-of-the-art survey of unmanned aerial vehicle (UAV)-based solutions for smart tourism promotion; 

  • Specifying the architecture of a toolkit for producing UAV-based solutions to promote intelligent tourism; 

  • Evaluation of tools and libraries to support the implementation of the proposed toolkit; 

  • Selecting and ordering the parts and/or equipment needed to produce a prototype based on the toolkit; 

  • Development and testing of the above prototype in a pilot plant; 

  • Performing usability tests with potential users from SMEs in areas related to the tourism sector; 

  • Availability of the prototype in a production environment;  

  • Production of manuals and online tutorials for the toolkit builder and user; 

  • Production of a scientific paper of sufficient quality to be accepted in a scientific journal or international conference. 

6. EVALUATION CRITERIA 

Applications deemed admissible will be scored on a scale of 0 to 100 on each of the following evaluation criteria: 

  • Criterion A - Candidate merit, with a weight of 60%, distributed as follows: 

  • Subcriterion A1 - Final average of the 1st cycle course, with a weight of 30%. 
  • Subcriterion A2 - Previous experience aligned with the research topic, with a weight of 10%; 
  • Subcriterion A3 - Participation in scientific activities aligned with the research topic, with a weight of 10%; 
  • Criterion B - Motivation expressed through the respective letter, with a weight of 10%; 

  • Criterion C - Interview, with a weight of 40%. 

For the purpose of the decision regarding the award of research grants, the candidates will be classified according to the weighted average of the classification obtained in each of the 3 (three) previous criteria, translated into the following formula: 

Final Classification = (50% x A) + (10% x B) + (40% x C)  

For tie-breaking purposes, the ranking of candidates will be based on the marks given to each of the evaluation criteria in the following order of precedence: criterion A, criterion C, criterion B. 

Applicants whose application is evaluated with a final score of less than 50 (fifty) points are not eligible for the research fellowship. 

7. EVALUATION PANEL 

The candidate evaluation panel consists of the following: 

  • Professor Pedro Sebastião, Iscte  (President)

  • Professor Fernando Brito e Abreu, Iscte (effective member)

  • Professor Carlos Coutinho, Iscte (effective member)

In case of conflict of interest of a jury member above, he/she will be replaced by one of the following alternates: 

  • Professor Rui Marinheiro, Iscte  (substitute member)

  • Professor Miguel Sales Dias, Iscte (substitute member)

The evaluation panel will evaluate the applications according to the evaluation criteria contained in this Call for Proposals, taking into account the evaluation elements. All members of the panel commit to a set of responsibilities that are essential to the evaluation process, such as the duties of impartiality, the reporting of any situations of conflict of interest, and the guarantee of confidentiality to ensure the independence of the opinions produced. Minutes will be produced of the evaluation panel meeting, which will be signed by all its members. 

8. DISSEMINATION OF RESULTS 

The results of the evaluation are communicated by e-mail to the address used by the candidate in the application. 

9. TERMS AND PROCEDURES FOR PRIOR HEARING, COMPLAINT AND APPEAL 

After communication of the provisional list of evaluation results, the candidates have a period of 10 working days to comment during a prior hearing of the interested parties, pursuant to articles 121 and following of the Administrative Procedure Code. 

10. SCHOLARSHIP REQUIREMENTS 

The research grant contract is concluded in accordance with the current guidelines and regulations published by FCT on its website (www.fct.pt). 

11. FINANCING 

This grant is funded by the RESETTING project (Relaunching European smart and SustainablE Tourism models Through digitalization and INnovative technoloGies) of the European Commission (COS-TOURINN 101038190). Payment will begin upon return by the applicant of the research grant contract duly signed, as well as all documentation provided for in the FCT Research Grants Regulations (RBI). 

12. SCHOLARSHIP COMPONENTS 

The grant holder will receive a monthly subsidy in accordance with the table in Annex I of the RBI, to the value of 963,58€, without prejudice to other subsidies under the terms of Article 18 of the RBI and for the amounts set out in its Annex II. 

All fellows benefit from personal insurance for work accidents during research activities. 

All grant recipients who are not covered by any social protection scheme may exercise their right to social security coverage by joining the voluntary social insurance scheme, under the terms of the Social Security System Contribution Schemes Code. Iscte guarantees the charges resulting from contributions under the terms and within the limits set forth in article 10 of the EBI. 

13. SCHOLARSHIP PAYMENT 

Payments due to the grantee are made by bank transfer to the account identified by the beneficiary. 

14. INFORMATION AND PUBLICITY ON FINANCING GRANTED 

In all R&D activities directly or indirectly financed by the grant, namely in all communications, publications and scientific creations, as well as theses produced with the support provided by the grant, the financial support of the European Commission must be mentioned. To that effect, the insignia of the European Commission must be registered in the documents concerning these actions according to its graphic standards. The dissemination of research results funded under this grant must respect the rules of open access to data, publications and other research results in force within the European Commission. 

15. NON-DISCRIMINATION AND EQUAL ACCESS POLICY

The Fellowship Report, to be submitted to the funding entity at the end of the contract, containing as an attachment the opinion of the supervisor(s), must conform to the RBI (Art.24), in 2-3 page format, including: 

  • Identity of the Fellow, Reference of the Fellowship and its main objectives; 

  • Chronological identification of the activities developed during the fellowship contract and the fulfillment of the work plan; 

  • Description of the results and products produced or co-produced under this grant, with the corresponding URLs and/or DOIs, including publications, presentations (at conferences or otherwise), prototypes and other scientific creations.
